Google Ads channel prioritization lets advertisers fund high-priority channel groups before lower-priority ones, while budget allocation adds a best-effort daily limit for low-priority channels. Audit campaign eligibility, budget status, bid strategy, current channel mix and conversion economics first. Roll out progressively, preserve a baseline and do not treat the allocation percentage as a guaranteed spend cap.
Google announced the controls on 14 October 2026 and began progressive availability on 15 October. That makes this a change-control problem before it becomes an optimisation opportunity. A new setting can make channel testing safer, but it cannot repair weak conversion tracking, an unrealistic Target ROAS or a budget that is too small for the selected objective.
Google's launch announcement introduces two optional controls across Search, Shopping, Performance Max and Demand Gen:
Google says High priority inventory is funded first, within the target when Target CPA or Target ROAS is used. Remaining budget can then flow to Low priority inventory. This is more nuanced than an all-or-nothing channel opt-out, but it does not create a clean experimental split by itself.
Availability is progressive. The absence of the control in an account on launch day is not an implementation defect.

Google's Help Center documentation lists the initial campaign and channel groupings:
| Campaign type | Channel groups available for prioritization | Budget allocation support | | --- | --- | --- | | Search | Google Search, search partners, Google Display Network | Yes, for Low priority channels | | Shopping | Google Search, search partners | Yes, for Low priority channels | | Performance Max | Google channels, search partners, Google Display Network | Yes, for Low priority channels | | Demand Gen | Google channels, Google Display Network | No |
For Performance Max and Demand Gen, Google's own surfaces—such as Search, YouTube, Maps, Gmail and Discover—are combined as Google channels. The control does not provide a separate cap for every surface inside that group.
Document the actual grouping visible in the account before promising granular channel steering to a stakeholder.
The practical effect depends on budget status and bidding:
This is why the limited-by-budget audit should be completed before changing channel settings. Priority, allocation, bid target and budget status interact.
No. Google calls it a best-effort limit.
The percentage is calculated from average daily budget, not actual daily spend. If a campaign has a ₹1,00,000 average daily budget and a Low priority channel receives a 10% allocation, Google aims to keep that channel at or below ₹10,000 for the day.
However:
Report the configured allocation and the realised channel share separately. Calling the setting a guaranteed cap would overstate the control.
Use the Ad Budget Calculator to model the total campaign envelope, but keep the channel-allocation arithmetic in a separate table so finance can distinguish planned budget from observed spend.
Create a pre-change evidence pack for every candidate campaign.
| Audit field | Evidence required | Why it matters | | --- | --- | --- | | Feature availability | Screenshot and account date | Rollout is progressive | | Campaign type | Search, Shopping, Performance Max or Demand Gen | Channel groups and limitations differ | | Budget status | Limited by budget or not | Priority effect changes | | Bid strategy | Target-based, maximise, manual or impression share | Determines allocation behaviour | | Average daily budget | Current and planned value | Allocation is calculated from this amount | | Existing channel mix | Spend, conversions and value by channel | Establishes a comparison baseline | | Conversion integrity | Primary goals, values and deduplication | Weak data makes channel decisions unreliable | | Conversion delay | Days to capture a stable share of value | Prevents premature judgement | | Commercial quality | Margin, new-customer share, returns or lead quality | Platform ROAS alone may mislead |
Do not apply an account-level default merely because it is faster. Account defaults affect every eligible campaign of that type unless overridden at the shared-budget or campaign level.
Consider a fictional Indian D2C Search campaign with a ₹1,00,000 average daily budget and Target ROAS bidding. Its 28-day baseline shows:
| Channel | Baseline daily spend | Baseline share | Proposed priority | Proposed allocation | | --- | ---: | ---: | --- | ---: | | Google Search | ₹82,000 | 82% | High | Not applicable | | Search partners | ₹12,000 | 12% | Low | 10% = ₹10,000 desired daily limit | | Display Network | ₹6,000 | 6% | Low | 5% = ₹5,000 desired daily limit |
The proposed settings do not guarantee that partner spend will remain below ₹10,000 or Display below ₹5,000 every day. They define the intended steering rule.
The test log should record, for each complete day after the relevant conversion delay:
Method: freeze unrelated campaign settings where practical, preserve the 28-day baseline, apply one priority plan, wait through conversion delay and compare channel-level commercial outcomes. All figures above are synthetic and are not a recommended allocation for every account.
Shared budgets require extra care. Google says campaigns using a shared budget must use the same campaign type for prioritization and allocation to apply. The settings treat the shared budget as one pool across the linked campaigns.
Campaign total budgets have a different limitation. Google's documentation says channel prioritization is supported with campaign total budgets for Demand Gen only. For other campaign types, the prioritization settings do not apply to campaigns using campaign total budgets.
The campaign total budget guide also notes that total-budget campaigns are created with defined start and end dates and that the budget type cannot be changed after creation. Do not mix the two control systems in a planning sheet without confirming which one can actually govern the campaign.
Start with a campaign where the business question is clear and channel reporting is usable.
A sensible test sequence is:
The AI bidding guide explains how automation depends on goals, values and signals. Channel controls add steering; they do not replace that foundation.
Google says Search campaigns using Display Expansion will migrate to channel prioritization and budget allocation starting in February 2027. Advertisers may see channel-spend shifts when the current setup is retired.
Google's documented continuity option is to set the Display Network to Low priority with a 50% daily budget allocation. This is still best effort, not a guaranteed recreation of historical delivery.
Audit affected Search campaigns before the migration window. Record the current Display share, value and quality so the team can identify a real shift instead of relying on memory after the change.
The final deliverable should contain:
Use the ROAS glossary to keep the efficiency definition consistent. HML's bespoke-tailoring performance case study shows why channel execution must be interpreted alongside wider commercial constraints; its results are not evidence for the synthetic allocation above.
If a Google Ads account has overlapping campaigns, unclear conversion values or no trustworthy channel baseline, request a channel-allocation audit from HML's performance marketing team. The first output should be a controlled test plan and reconciliation sheet—not a blanket account-level setting.
